  • Activity Group 1: Assessment of the Current Situation Within the context of Activity Group 1 it was aimed to provide a high level mutual knowledge regarding the current status of the National frameworks, strategies, policies and procedures regarding the prevention, monitoring and intervention in case of earthquakes. With this understanding and intend the activities that implemented and participated:
    • Activity  1.1.       Exchange Study Visits one to each project country (TR, RO, BGR, MLD)
      • 1.1.1.  Exchange Study Visit  in Moldova
      • 1.1.2.  Exchange Study Visit  in Romania
      • 1.1.3.  Exchange Study Visit  in Turkey
      • 1.1.4.  Exchange Study Visit  in Bulgaria
    • Activity  1.2 Conducting Country Assessments During the discussion sessions in consensus it was agreed to elaborate the Country Assessment Reports, which were used in accessing the existing framework in the field of prevention, monitoring and intervention related to E/Q (potential) disasters, as a 50 pages report divided in the following chapters/subchapters.
    • Activity  1.3 Organizing a Regional Workshop and drafting the Alignment Plan. Within the scope of Activity Group 1, regional workshop was organized in Istanbul by IPA partner with the participation of project partners and the stakeholders. The workshop organized at regional level with the purpose of working on country assessment reports comments, definitions of regional networking needs, the elaboration of “Black Sea seismicity monitoring and early warning systems alignment plan” and initiation of future training outlines.
    • Activity 1.4 Conducting the official proceedings for authorities’ consultation and feedback regarding the conclusions of the activities developed. Conducting the official proceedings for authorities’ consultation and feedback regarding the conclusions of the activities developed under the first Group of Activities was achieved by sending official letters to the most important authorities from the project area. The authorities were informed about the findings and the needs emphasized in the National Country Assessment Report. The future activities and the need for support were also pointed out.
  • Activity Group 2: Increase the sector cooperation by setting up the Black Sea Safety Network. The aim of the action is to create a platform for long-term cooperation among the stakeholders in the participating countries, in the field of preventing, monitoring and intervention in case of earthquakes. This platform will take the form of a network whose tools will be: a web portal, monitoring and early warning software and a communication tool (e-group).
    • Activity  2.1 Set up the network. In order to make sure that the ESNET network will be operational on long term, an agreement was signed by all project partners, providing for clear commitment concerning the active participation to the network activity.
    • Activity  2.2 Launch of the Seismic safety Net(work) Web Portal. Starting with the 5th PR time interval all the partners participate in testing and updating the project webportal. The Launching Conference was held in Moldova in September 27, 2013 with 50 participants.
    • Activity 2.3 Development and implementation of the Black Sea Joint Seismicity Monitoring and Early Warning System Basis. This software was developed by a company contracted by the Applicant. All partners were participating in testing the software. The Black Sea Joint Seismicity Monitoring and Early Warning System Basis, developed by the Romanian partner consists from a software for PC and smart phones for keeping track of seismic events and their characteristics in real time and early warning for strong earthquakes.
    • Activity 2.4 Black Sea Safety Net(work)  communication tool set-up (e-group). This e-communication tool was developed by a company sub-contracted by the IPA Lead Beneficiary and will enable direct and secure communication between the network members. All partners participate in testing the tool.
  • Activity Group 3: Capacity Building. The aim of the action is to increase the administrative capacity of dealing with earthquakes in the Black Sea area covered by the countries participating in the network. A joint curricula will be developed according to the needs assessment data identified during country assessments carried out in Group of Activities 1 and based on the regional strategic requirements.
    • Activity 3.1 Elaboration of a Regional Capacity Building Start-Up Curricula.A meeting for discussing and approving the curricula was held, with 20 participants (see details about the meeting)
    • Activity 3.2 Trainings for the professionals working in the emergency units of the Black Sea Region locations in the participating countries
  • Activity Group 4: Visibility of the Action. Within the context of Activity Group 4 it was aimed to make the Project and the EU contribution widely known to the general public in the Countries where Project is implemented. With this understanding and target, the activities were implemented or in preparation phase:
    • Activity 4.1 Project start and end conferences (including press conferences in each country)
    • Activity 4.2 Creating the visual identity elements of the project and network (logo, slogan, templates etc.). The elements were created by a specialized company subcontracted by the Applicant. The project partners were consulted on different stages and on the final appearance of these elements (logo, slogan, templates etc).
    • Activity 4.3. Creating promotional materials for the project. The promotional materials were realized by a specialized company subcontracted by the Applicant. The project partners was consulted on the final appearance of these elements (folders, pens, paper notebooks, leaflets, posters, roll-ups). All the elements respect the EU regulation regarding the Visual Identity materials and Communication actions for the Implementation of EU Projects.
    • Activity 4.4. Creating educational films to be freely distributed. The action comprises the creation of 4 educational films to be freely distributed to the local and national TV stations in all partner countries and published on the web portal. These films will show exercises/simulations on earthquake effects and actions in case of earthquakes, based on scenarios elaborated by specialists.
    • Activity 4.5 Dissemination of press releases and regular project updates
    • Activity 4.6 Elaboration and dissemination of “Black Sea Earthquake Safety Net” book. Under the general coordination of the Applicant and contribution of all project partners Black Sea Earthquake Safety Net Book was elaborated within the fifth progress report period. The content, chapters and the concept of the project book was defined on 27th September 2013 at the final session of the partner meeting that was held in Kishinev.
    • Activity Group 5: Management and Coordination of the Action. Within the context of Activity Group 5 it was aimed to ensure a smooth project implementation,in agreement with the EU and National (where applicable) laws and regulations.
    • Activity 5.1 Project inception activities the Project Initial Meeting was organized in Romania, Eforie at Dobrogea Seismological Observatory on 26th March 2012. The meeting was organized by ENPI Partner National Institute for Earth Physics. Participants were Turkish IPA Implementing Project Partner Intenational Blue Crescent Relief and Development Foundation, Romanian ENPI Project Partner National Institute of Research and Development for Earth Physics, Bulgarian Project Partner Geophysical Institute of Bulgarian Academy of Sciences and Moldavian Project Partner, Geology and Seismology Institute of Moldavian Academy of Sciences

    • Activity  5.3. Project reporting, monitoring and evaluation
